Human Resources Generalist

Job Description

We seek a dynamic, experienced HR Generalist with outstanding people skills to manage our personnel and ensure that our human resources programs and initiatives are effective, efficient, and aligned with overall business objectives. Duties of the HR Generalist will include managing the daily functions of the Human Resources (HR) department, including hiring staff, benefits, and leave, constructive and timely performance evaluations, maintaining employee records, enforcing company policies and practices and mediating employee grievances and disputes, supporting employee development, enhancing job satisfaction, designing onboarding procedures, implementing HR strategies that support business objectives, forecasting staffing needs, mitigating risk, structuring benefit packages, maintaining employee records, managing budgets, designing accountability mechanisms, and overseeing overall employment needs.
 

Reporting to the Executive Director, the ideal candidate for this role should possess a high work ethic, excellent communication skills, knowledge of labor regulations and HR practices, strategic thinking abilities, strong organizational skills, and excellent interpersonal skills. The exceptional HR Director should improve HR processes, implement strategies that support business growth, improve morale and employee retention, enhance safety and wellness, strengthen relations between staff and employers, manage job satisfaction, attract the best recruits, and promote the organization's values. Software used includes Office 365, Teams, ROGUE CTMS, Costpoint grant management, and ADP.
 

Essential Duties and Responsibilities:
 

Navigating Requirements between VA System and GLAVREF Offices:
  • Working within the Veterans Affairs structure, managing “Without Compensation” (WOC) process for new hires as required.
  • Participating in and conducting financial analysis to determine if a Principal Investigator’s available funding adequately covers employees.

Employee Lifecycle Management:
  • Work closely with the HR team and Executive Director to create employee schedules, salary tables, and other merit related advancement opportunities.
  • Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with Investigators/departmental managers to understand skills and competencies required for openings.
  • Conducts or acquires background checks and employee eligibility verifications.
  • Hiring staff and negotiating employment agreements.
  • Implements new hire orientation.
  • Execute orientation and off boarding for each employee.
Benefits Administration:
  • Performs routine tasks needed to administer and execute human resource programs, including but not limited to recruitment, compensation, benefits, and leave.
  • Negotiates with broker to execute annual benefits packages, including health, dental, and vision.
Compliance and Employee Training:
  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and sensitive matters to the appropriate staff.
  • Attends and participates in employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance with federal, state, and local employment laws and regulations and recommended best practices; reviews policies and procedures to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Performs other duties as assigned.

HRMS Management
 

Act as the point of contact between GLAVREF and it’s HRMS provider, ADP

 

 
  • Create and maintain staff records; oversee move of records from paper to cloud.
  • Managing staff wellness and performance reviews.
  • Motivating and supporting current staff.
  • Managing employee benefits.
  • Identifying staffing needs and creating job descriptions.
  • Designing and directing training programs.

Qualifications:
  • Bachelor's degree in Human Resources, Business Administration, and at least five years of professional experience in medical research, education, or a related field.
  • Experience with managing the staffing needs of clinical coordinators and other health-related employees such as nurses, MDs, PhD level researchers, and other employees actively engaged in medical research and education.
  • SHRM-CP a plus.
  • Excellent interpersonal, negotiation, and conflict-resolution skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Thorough knowledge of employment-related laws and regulations.
  • Proficient with Microsoft Office Suite or related software.
  • Proficiency with or the ability to quickly learn the organization's HRMS and talent management systems.
Language Skills:
  • Superior command of writing, proofreading, and communicating in the English language.
Mathematical Skills:
  • Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area, etc. Ability to apply concepts of business mathematics and statistical analysis.
Reasoning Ability:
  • Ability to deal with problems involving multiple variables in non-standard situations.

While performing the duties of this job, the employee is frequently required to sit, use hands, and talk or hear. The employee is occasionally required to stand and walk. While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, such as the case of using a paper shredder, copier, or other standard office equipment that contains said portions. The noise level in the work environment is usually moderate.
