Summary of Position

The University Police Department at Plymouth State University (PSU) invite applications for a Sergeant position. Under general supervision of designated supervisor, will plan, organize and coordinate assigned daily shift operations, supervise operations of assigned activities & personnel and perform law enforcement work concerned with protecting the lives and property of the public; crime prevention; and conduct community relations and educational programs/activities. This is a 100% time benefited position.

Other minimum qualifications

  • High school graduation or equivalent and five years as a full-time certified police officer with a City/Town/County or State law enforcement agency. 
  • Advanced knowledge of law enforcement, Safety Services and Communication Services practices, technology and methodology. 
  • Demonstrated knowledge of NH motor vehicle, criminal, arrest, juvenile and case law, court decisions, the Clery act, FERPA, HIPPA, accepted police procedure, accepted principles of supervision and management, campus and host town geography, strong knowledge of community members. 
  • Interpersonal skills, including the ability to project self assurance and certainty, project a positive first impression, react and cope with stressful situations, and evaluate a situation with common sense. 
  • Demonstrated skill in the use and care of law enforcement and job-related equipment. 
  • Demonstrate leadership, supervisory and organizational ability. 
  • Demonstrated ability to react responsively in emergency situations. 
  • Oral and written communication skills. 
  • Must qualify annually with designated department weapons based upon the New Hampshire Police Standards and Training Council Standards. 
  • Progressive past service record with a Police organization. 
  • Must successfully complete a physical examination and fitness agility test based on the entrance standards as determined by New Police Standards and Training to determine sufficient strength and physical dexterity to perform the duties and responsibilities of this position. 
  • No criminal record other than minor motor vehicle violations. 
  • Ability to establish and maintain effective working relationships with students, faculty, staff, and the general public. 
  • Must possess a valid New Hampshire Driver’s License. 
  • Must be certified as a full-time police officer by the New Hampshire Police Standards and Training Council. 
  • Ability to pass a written test, Oral Board examination, Administrative Review/Board, and physical agility test. 
  • Computer skills as required by department.

Additional Preferred Qualifications

  • Degree in Criminal Justice from an accredited college/university.
  • Completion of advanced management and/or first line supervisory training.
  • Three years as a full-time Police Officer with a Campus Law Enforcement Agency. 
  • Possess valid New Hampshire Motorcycle license.
  • Demonstrated knowledge of campus police department rules and regulations, practices and standards.

Duty/Responsibility

The Public Safety Sergeant promotes the safety and security of persons, property and buildings on the campus of Plymouth State University. This includes enforcement of policies, rules and regulations of the University System of New Hampshire and Plymouth State University, as well as federal, state, and local laws and ordinances. Officers are responsible for identifying, enforcing and investigating criminal acts on the campus of Plymouth State University, enforcing campus parking regulations and ticketing violators of parking regulations on campus. They conduct investigations of motor vehicle accidents, criminal and student conduct complaints, and other assigned cases. Exercising proper discretion and judgment in the investigation and arrest of criminals, particularly in maintaining law and order in time of emergencies is imperative. The Public Safety Sergeant will work effectively with the office of the Dean of Students, Residential Life staff, faculty, staff members, and law enforcement personnel of other jurisdictions to ensure effective and appropriate mitigation of disorder, crime and crisis within the scope of the laws of New Hampshire and policies of Plymouth State University and of the University System of New Hampshire. She/he will work collaboratively with the office of the Dean of Students and Residential Life staff to provide a student-centered approach to promoting a safe and orderly environment consistent with the needs of institutions of higher education in residential areas. Other duties include VIP protection/security, travel and patrol procedures requiring considerable physical effort under varying climatic conditions, exposure to accidents or occupational hazards that may result in loss of life; assist other law enforcement officers and agencies; appear in court as a witness to present testimony in criminal cases; complete forms and enter required reports regarding activities into appropriate online Records Management Systems as well as timely and effective communication in the form of written documentation and or verbal and electronic communication, required reporting to officials at Plymouth State University’s Office of the Dean of Students and Residential Life Department. Proactively intervene and engage with students and campus community members while maintaining a high level of visibility in residential, academic, and administrative buildings and campus grounds. Patrol to protect people and property for safety. Identify activity/behavior by individuals or groups that indicates a risk to safety or well-being of the campus; approach, respond, and report in accordance with established procedure. Respond to people in crisis, criminal acts, disturbances, noise complaints, motor vehicle accidents and any other dispatcher assigned calls/complaints.

Duty/Responsibility

Supervises, directs, disciplines, trains subordinate personnel in the following areas Constitutional law, arrest and detention activities, search and seizure, arrest and warrant execution, criminal investigation and other such topics that may be identified. Makes frequent contacts with the campus community, general public and other law enforcement jurisdictions and organizations to ensure professional and positive public relationships, effective delivery of police services and a coordinated response to crime, criminal investigations, crisis mitigation and crime prevention. Identifies and prevents improper conduct and procedures of subordinated and takes immediate actions to prevent harm if such conduct or procedure will likely cause such harm. Effectively communicates with command staff regarding work place productivity irregularities as well as outstanding personnel performance. Evaluates subordinate personnel and may assist command staff with the evaluation of employees. Possess very good verbal skills and is able to rapidly deescalate agitated person(s). Recommends policy and procedural changes and suggests the requisition of equipment and inventory supplies. Supervise the care and control of department equipment and supplies, request equipment repairs, and issues equipment. Investigate citizen’s complaints, conduct internal investigations and recommend discipline. Identifies departmental and/or procedural problems and course of action. Assist command staff in establishing priorities for law enforcement services. Operates law enforcement and job-related equipment. Supervises special events. Perform related duties as assigned.
